If the material is to be flash fire tested, ASTM F1930 is the test method used.  This is a simulated manikin test that involves exposing a dressed manikin with a coverall made from the desired material and exposing it to three burns, each with a 3-second duration.  The sensors on the manikin determine how much energy passed through and calculated a predicted burn injury percentage.  This is the percentage of the body that would receive a second-degree burn.
